Cardiff-by-the-Sea, the southernmost community of Encinitas is characterized by single family homes along the hills of the coast.

Safety and cleanliness are top concerns to the City of Encinitas as it is committed to keeping neighborhoods safe and the community free from pollution. The city contracts with the San Diego Sheriff’s Department from the North Coastal Sheriff Station to keep the city safe and crime at a minimum. In 2008 the Environmental Commission was created to advise City Council on policies and projects that affect the local environment. The Environmental Commission has assisted in numerous projects including the Clean Water Program to protect and improve the quality of surface water in lagoons, creeks, and beaches in Encinitas.
